Read the following:
1.National Panchayat Day is being celebrated on 24th April, 2016 through out country in the context of the Seventy Third Constitutional Amendment came into force. The aim of this campaign is to make Nation wide efforts to strengthen the Panchayat Raj System and through it, boost social harmony in the villages, promote rural development and foster farmer’s welfare and enhance livelihoods of the poor.
2.In order to successful conduct of the campaign with collaboration among the various development and Welfare Departments, Government hereby formed the committees at the State level, District and Mandal level with the following composition:
3.The above committees should meet regularly to plan and monitor the progress of the campaign. Members of Parliament (MPs), Members of Legislative Assemblies (MLAs)and District Panchayat Presidents may be invited to the meetings of these committees and their suggestions to make the campaign effective.
4.The following are Panchayat level events:
1.Social Harmony Programme :
14 to 16 April, 2016 On the occasion of the 125th Birth Anniversary of Dr. B.R. Ambedkar, in all Gram Panchayats, people will pay homage to Dr. Ambedkar. The programme will ensure the participation of dalits and villagers, and will resolve to strengthen social harmony. On this day, information about the schemes run by the government to promote social equity will be given.
2.Village Kisan Sabha:
17 to 20 April, 2016 Meetings of farmers will be organized in every Gram Panchayat and obtain their suggestions to improve agriculture from farmers. Required information on Agriculature will be provided by respective functionaries.
3.Gram Sabha or Village Assembly:
21 to 24 April, 2016 To celebrate the National Panchayati Raj Day, Gram Sabhas shall be held in each Gram Panchayat on any day between April 21 and 24, 2016. The Gram Sabha will start by taking “Oath” which was already communicated.
5.The following preparatory activities shall be undertaken.
6.Further, in the Gram Sabha, the importance of National Panchayat Day shall be explained to the people. The Gram Sabha should be an occasion for the people to reflect on the development status of their Gram Panchayat and identify the way forward through the Gram Panchayat Development Plan. The Gram Sabha shall focus on the following issues:
7.All the field functionaries of line Departments shall attend the Gram Sabhas and submit their reports to Gram Sabha in accordance with the orders issued on Gram Sabhas in the G.O. 1st read above.
8.The Commissioner, Panchayat Raj and Rural Development, Andhra Pradesh, Hyderabad is requested to ensure wide publicity about this campaign.

- Safe drinking water and sanitation
- The role of women in rural development

7.All the field functionaries of line Departments shall attend the Gram Sabhas and submit their reports to Gram Sabha in accordance with the orders issued on Gram Sabhas in the G.O. 1st read above.
