ORDER:

1.In past few years Election Commission of India has taken up several initiatives of voter awareness and voter education under its flagship programme, namely, Systematic Voters Education and Electoral Participation (SVEEP). The programme has paid rich dividends as has been witnessed by the increase in voter turnout in almost all the elections since 2010. Under
SVEEP interventions, Commission has collaborated with various Government

Departments and Agencies to disseminate information and spread electoral
awareness among the people.

2.The Election Commission of India has emphasized that introducing electoral literacy curriculum in a systematic manner at the State Level will go a long way in strengthening electoral participation of the people and suggested that electoral literacy programme may be included in the curricula and co-curricular in all the Schools of the State of the State Board
at secondary school level and if required even at college level.

3.In this regard, a Committee is being formed at the national level by the Election Commission of India to supervise the development of educational material for school curriculum and recommend implementation strategies for imparting electoral education through educational institutions and the Commission has directed that State Level Committee shall also be formed in all States with the representatives of key stakeholders like the
Education Department, State Board, and other departments dealing with curriculum, Academicians from renowned educational institutions etc, apart from the O/o CEO.

4.Accordingly, after careful consideration of the matter, a State Level Committee with the following members is constituted for development of educational material for school curriculum and recommending
implementation strategies for imparting electoral education through educational institutions:

  1. The Chief Electoral Officer ..Chairman
  2. The Principal Secretary to Govt.,
  3. School Education Department ..Member
  4. The Director of School Education ..Member
  5. The Secretary, Board of Intermediate Education ..Member
  6. The Director, SCERT ..Member
  7. Academicians and Experts (to be nominated by the SCERT) ..Member (s)
  8. The Additional Chief Electoral (SVEEP)..Member-Convenor

The State Level Committee shall work on the following:

(i)Review the existing curriculum material in Civics/Social Studies on elections/ electoral education under State Board of School Education and also review educational tools developed so far and
if any, in the state by various stakeholders.

(ii)Suggest the contents and context that should be incorporated inthe school curricula, co- curricular and extra curricula on electoral education and also give inputs to the National level Committee on the same.

(iii)Suggest methodology and tools to be adopted in the Stateto disseminate electoral literacy in educational institutions and also
in the informal education sector.


(iv)Subsequent adaptation, translation and replication of the material in electoral literacy generated at the national level by
ECI.

5.The State Level Committee shall submit its report on the above scope of work within (3) months.
