O R D E R:
In the Government Order read above, orders were issued constituting Tenth Pay Revision Commission appointing Sri Pradeep Kumar Agarwal, IAS (Retd.) as Pay Revision Commissioner laying down the terms of reference of the Commission.
The Tenth Pay Revision Commission submitted its report to the Government on 29.05.2014 and recommended, inter alia, for payment of family pension straight away after demise of service pensioner and also for change of procedure for sanction and payment of family pension to the widowed /divorced daughters.
After careful consideration of the Report, the Government after careful consideration of the matter, hereby decided to amend the Telangana Revised Pension Rules, 1980 suitably, 4. Accordingly, the following notification will be published in an extraordinary issue of the Telangana Gazette.
In exercise of the powers conferred by the proviso to article 309 of the Constitution of India, the Governor of Telangana hereby makes the following amendment to the Telangana Revised Pension Rules, 1980 issued in G.O.(P) No. 88, Finance & Planning Department, dt. 26-03-1980 as subsequently amended from time to time.
In Appendix-I Rule 6 (b) of TSRP Rules, 1980 following shall be added as. (c) After the demise of the service pensioner, the pension disbursing officers can straightaway start paying family pension to the family pension beneficiaries to whom authorization was already issued by the A.G.,.
This may be done immediately on receipt of simple application from the family pension beneficiary duly enclosing the death certificate of the pensioner. In cases, where such family pension beneficiary either predeceases the pensioner or in cases when he/she becomes ineligible for family pension either due to death or due to other conditions imposed in the rules, the family pension is payable to the remaining family pension beneficiaries, if they are otherwise eligible as per rules & their pension authorisation was not already made for this purpose, the authorization of Accountant General/Divisional Account Officer/State Audit is necessary authorizing the payment of Family Pension to that beneficiary.
The other eligible Family Pension Beneficiary has to submit an application form together with the descriptive rolls, in quadruplicate, and death certificate in case of death, to the A.G./DAO of state Audit, through the Pension sanctioning authority, for issuing fresh authorization to the Pension Disbursing Officer. The pensioner can nominate his family members during his life time, for receiving the benefits under Revises Pension Rules 1980.
(i) All the family members including Category-I and Category-II, at the time of submitting pension papers.
(ii) If any family member becomes eligible subsequently due to fulfilling the other conditions as per rules, then the pensioner may submit such nomination along with necessary supporting documents to pension sanctioning authority. (d) In cases of the existing pensioners, the family pensioners under category-II become eligible/the widowed/divorced daughters need not submit fresh proposal for the sanction and payment of family pension to the pension issuing authorities, Provided the pensioner in his pension proposal had already furnished the details of category – II persons. The Pension sanctioning authorities shall send the proposals to AG for authorisation of the pension automatically on receipt of simple application, duly verifying the original pension papers or service book or list of family members submitted by pensioner at the time of his initial sanction of pension, subject to furnishing the certificates of
In case such details are not submitted by the pensioner at the time of retirement, then category – II persons should submit fresh proposal as & when they become eligible to draw such family pension and the existing procedure of obtaining authorization from AG shall be applicable.
