AP Endowments Department Secular & Religious Establishments Extending the scheme of compassionate appointments to the dependents of regular employees only, i.e., administrative and religious staff, working in Temples / Endowment Institutions, who retired and consider their spouse /children for appointment in their places on Medial invalidation grounds, on par with Government employees order as per G.O.MS.No. 38 Dated:29-01-2018.

In the G.O. first read above, Government have issued orders on reviving the scheme of compassionate appointments to the dependents of Government employees, who retired on medical invalidation, as per the Judgment of Hon’ble Supreme Court of India in Civil Appeal No.4210/2003, Dt.12-08-2008. 

In the reference 2nd read above, the Commissioner, Endowments
Department, has stated that the Executive Officer, Sri Jagannadha/ Anjaneya / Venkateswara Swamy Temples, Guntur, vide his Lr.Rc.No.B2/ 18/2007, Dated:10-09-2007 has submitted proposal forwarding the representation of Sri D.S.K.Charyulu, working as Paricharika, for permission to retire from service on medical invalidation grounds and to provide appointment to his Son as Paricharika on compassionate grounds and requested to issue necessary clarification in the matter.

In the reference 3rd read above  Government after careful examination, have informed the Commissioner, that the scheme of compassionate appointments on medical invalidation is applicable to the dependents of Government employees only; and requested to take action as per the above instructions.

In the G.O. 5th read above, Government issued orders extending the scheme of compassionate appointments to the dependent family members of the deceased employees of the temple employees, which has been available in the Government, to all the employees of temples, i.e.,
administrative staff including religious staff, duly treating the Temple or an Endowment Institution, as a Unit for this purpose; and a clarification was issued thereon extending this scheme be considered from 10-09-2010, subject to condition that the appointments will be from the date of issue of appointment orders only vide reference 6th read above.

In the references 7th & 10th read above, A.P.State Major Temple Employees Association, has requested to extend the benefit of scheme of compassionate appointments to the dependents of temple employees, who retired on medical invalidation grounds also, which is available in the Government in G.O.Ms.No. 661, General Administration (Ser.G) Department, Dt.23-10-2008, on par with Government employees.

In the references 8th & 11th read above, the Commissioner, Endowments Department, has requested the Government to amend the orders issued in the reference 3rd read above, by including the administrative and religious staff working in Charitable and Religious Institutions and Endowments; and re-consider the proposal for extending
the scheme of medical invalidation on par with Government employees, who are suffering harness for retirement and consider their Children for appointment in their places on medical invalidation, as was done earlier.

Government, after careful examination of the request of the Associations and proposal of the Commissioner,Endowments Department thereon, and in supersession of the orders issued in the reference 3rd read above, hereby extend the scheme of compassionate appointments to the dependents of regular employees only, i.e., regular administrative and religious staff, working in Temples/Charitable & Religious and Endowment Institutions, who retired on Medical invalidation grounds, and to consider their spouse/children for appointment in their places, on par with Government employees, as was done earlier.

in the interest of social justice, subject to considering their qualifications and made these compassionate appointments only against the vacancies available in the existing cadre strength, duly treating each temple or an Endowment Institution as single unit, for this purpose.

However, while implementing the above scheme of compassionate appointments on Medical invalidation grounds, the Commissioner, Endowments Department, is requested to adopt the guidelines issued in G.O.Ms.No.661, General Administration  (Ser.G) Department, Dt.23-10-2008 read-with an amendment made subsequently and issued orders vide G.O.Ms.No.182 , General Administration (Ser.G) Department, Dt.22-05-2014.

The Commissioner, Endowments Department , is directed to incur the expenditure, in extending the scheme of compassionate appointments to the dependents of regular administrative & religious staff, working in Temples / Charitable & Religious and Endowment Institutions, who retired on Medical invalidation grounds, on par with Government employees, shall be borne from their respective temples’ own funds.

The Commissioner, Endowments Department , Andhra Pradesh, Vijayawada, is requested to take necessary further action in the matter, accordingly.

This order issues with the concurrence of the Finance (HR.V) Department, vide their U.O.No.34021 /2/HR.V/2018, Dt.24-01-2018.
