A.P Secondary Education Society Model Schools Salary bills of the teachers, outsourcing and staff of the DEO Office should be submitted as per Manual every month to the State Office as per Rc.No. 251/A1/APMS/ 2016, Dt. 10 -07-2018.
The attention of the Regional Joint Directors of School Education in the State Is Invited to the references read above and they are Informed that, the Commissioner of School Education and Ex-Officio Project Director, Andhra Pradesh, Amarayati has issued Instructions in the reference 1st cited to Principals, Assistant Directors, Accounts Officers of APMS/RMSA and District Educationai Officers at Chapter-4 as follows:
"Principals shall prepare salary bills / arrear bills of all staff including self and shall forward to the District Educational Officer every month from 200 to 250 through online. For any delay In this regard, the Principal shall be held responsible.
If any leave is granted to the staff after 20th of the month, which requires deductions from the salary already drawn for the period, the recovery from the staff shall be done in next month.
As per 4.2.1. the Assistant Director shall monitor the salary bills / arrear bills for submission through online to reach the District Education Office from 200 to 25th of every month and the same shall de get approved by the District Educational Officer after thorough verification by the Accounts Officer of RMSA.
The salary bills / arrears bills shall reach the State office through online from 25th to 28th of every month.
As per 4.3.1 the Account Officer shall scrutinize all the Salary bills / Arrear Bills and submit the same to the District Educational Officer with confirmation of Correctness of bills within the time frame.
As per 4.4.1. the District Educational Officer and Ex-Officio Project Coordinator shall monitor the process of salary bills/arrear bills and shall approve the received bills after thorough verification and shall take necessary action to reach the bills to the State Office from 25th to 28' of every month".
Further In the reference 2nd cited instructions were also issued with regard to salary bills of outsourcing staff which should be submitted by 25th of every month with the counter signatures of the Accounts Officer, Assistant Directors and District Educational Officer.
The Regional Joint Directors of School Education in the state are Informed that in spite of clear orders for submission of salary bills of the staff of Model Schools, some of the District Educational Officers and Ex-Officio Project Coordinators are not submitting the bills within stipulated time.
It causes difficulty to pay the salaries to the staff of Model Schools in time, and it leads to each inconvenience to the staff of Model Schools. And they are staging "DHARNA", In front of state Head Office.
In view of the above circumstances the Regional Joint Directors of School Education are hereby Instructed to find out the lapses, defaulters and Initiate disciplinary action against them. And submit action taken report to this Office on or before 1st of every month.
This is for strict compliance and to take action accordingly.
