AP School Education Department - Proposal for creation of 111 Deputy Educational Officer posts in addition to existing 64 Dy E.0 posts duly suppressing 211 non-viable teaching posts so as to attain one Dy, E.0 per each assembly constituency to strengthen Educational Administration In the State of Andhra Pradesh - Revised Proposals submitted as per Lr.Rc. No 1449/Estt. IV/2017 Dated.17-07- 2018.
With reference to the Govt. Memo 2nd cited, I herewith submit the revised proposal for creation of 111 Deputy Educational Officer Posts (Dy.E 0) in addition to existing 64 Deputy Educational Officer posts in the State of Andhra Pradesh so as to attain one Deputy Educational Officer post per each assembly constituency to strengthen Educational Administration in the State, duly examining the proposal n accordance with the Circular Memo.No 16368-A/558/SMPC I/2013, dt.17.06.2013.
In this connection, I submit that the Department of School Education is the largest among the 200 departments In the State The department focuses on Primary and Secondary education and arranges to train teachers.
The post of Dy.E.O. is an important cog in the School Education department and link between grass root level and district level of the department and plays vital role in monitoring, inspection of the schools withIn the zone and implementation of various flagship schemes of the department In addition to monitoring and inspections of the schools, a Dy.EOs has to look after various academic, administrative and infrastructure related issues of the department which includes RMSA, SSA, MOM. 010-METRIC ATTENDANCE and other flagship programmes of Government at field level, which is leading overburden and resulting in negative impact on the quality of education standards.
At present 64 Dy.E.O posts (excluding 02 ITDA Dy.E Os) were sanctioned in the State and as per the provisional U-DISF. data 2017, each Dy.E 0. has to supervise 1200-1500 schools instead of 40U Schools n addition to 10% School Complexes and Model Schools in an academic year (as per Job chart) in his jurisdiction. which is causing over burden and much administrative Inconvenience and difficulty in monitoring of schools and implementation of the flagship programs of the department.
As such. there is a dire need to reduce jurisdiction of the post of Dy.E.O to make It one Dy.E.O. for each assembly constituency for effective supervision in the department. Further, there will be no additional financial commitment on the Govt , exchequer. as these proposed 111 additional Dy.E.0;ppets can be created by suppressing 211 non-viable teachln.mispelirl SI No ame of Ole PGA; Ise Proposed No., of posts to be PreakidISanctIoned scale of stAppressed Dy.E.Os 175 (total assembly 40,270 - 93,780 211 posts of any specialist constituencies) - 64 (Existing I teacher (21230 -63.010) for j Dy.E.O and excluding 02 111 posts of Dy.E 0 ITDA) = 111 (To be created newt
Further, I wish to submit that, of the existed 64 Dy.E.O. posts 13 wore Z1Ila Parishad. In this context. I submit that, concerned DEOs are dealing with the service matters etc.. in respect of ZP teachers. In view of the above, I request to kindly consider the proposal for creation of one Dy.E.0 post for each Assembly Constituency duly converting the existed 13 ZP Dy.E.O. posts to Divisional Posts on par with 51 regular Dy.E.O. posts and issue necessary orders for creation of 111 additional Dy.E.O posts and to attain one Dy.E.O. post for each Assembly Segment at an early date.
