Telangana State and Subordinate Service Rules, 1996 Amendment Order Sports Policy issued extending two percent (2%) Sports reservation in direct recruitment as per G.o.No:107
In pursuance of the Sports Policy issued extending two percent (2%) Sports reservation in direct recruitment in all Government Departments/Undertakings/grant-in-aid institutions at all levels in the G.O. 2nd read above,certain guidelines were issued for governing such appointments in the G.O.4th read above.
Necessary amendment has been issued to the G.O. 4th read above specifying that necessary amendments will be made to the Telangana State and Subordinate Service Rules, 1996 in the G.O.5th read above.
Accordingly, the following notification will be published in the Telangana Gazette, Dated: 27.07.2018.
In exercise of the powers conferred by the proviso to Article 309 of Constitution of India and of all other powers hereunto enabling, the Governor of Telangana, hereby makes the following amendments to the Telangana State and Subordinate Service Rules, 1996, issued in G.O.Ms.No.436, General Administration (Services-D) Department, dated the 15th October, 1996, read with G.O.Ms.No.196,
General Administration (Services-D) Department, dated the 28th May, 2016 and published in Part-I Extraordinary Issue of the Telangana Gazette No.97, dated the 28th May, 2016, as subsequently amended from time to time:-
In the said rules:-
in rule 2, for sub-rule (20), the following shall be substituted, namely:-“(20) “Meritorious Sportsman” means the individual who has participated in the disciplines or obtained Medals mentioned in the Annexure-I and II respectively to G.O.Ms.No.74, YAT&C (Sports) Department, dated: 09.8.2012 or as may be revised by the Government from time to time”.
“(d) In the case of appointments to the posts to which the principle of reservation of appointments applied, out of fifty, as the case may be, forty five appointments to be made on the basis of open competition, two appointments shall be reserved for direct recruitment of meritorious sportsmen:
Provided that the claims of members of the Scheduled Castes, Scheduled Tribes, Socially and Educationally Backward Classes, Women and the Persons With Disabilities or the Ex-servicemen, as the case may be, shall also be considered for the remaining appointments which shall be filled on the basis of open competition, the number of appointments reserved for that category shall in no way be affected during the period the reservation for that category is in force”.
(iii) In the case of appointments to the posts mentioned in clause(d) of sub-rule (2) of rule 22, the 48th and 98th points turns in each unit of hundred (100) vacancies shall be earmarked to horizontal reservation under Sports Quota in Direct Recruitment. In the event of non- availability of eligible sportsman, the points reserved for them should be deemed to be allotted to Open Competition in the
same recruitment”.
In implementing the reservation to meritorious sportsmen, the guidelines issued in G.O.Ms.No.74, YAT&C (Sports) Department, dated: 09.8.2012 read with G.O.Ms.No.5, YAT&C (Sports) Department, dated: 14.05.2018, or, as may be revised by the Government from time to time, shall be followed. In Rule – 22, (i) in sub-rule (2), for clause (d), the following shall be
substituted, namely:-
“(d) In the case of appointments to the posts to which the principle of reservation of appointments applied, out of fifty, as the case may be, forty five appointments to be made on the basis of open competition, two appointments shall be reserved for direct recruitment of meritorious sportsmen:
Provided that the claims of members of the Scheduled Castes, Scheduled Tribes, Socially and Educationally Backward Classes, Women and the Persons With Disabilities or the Ex-servicemen, as the case may be, shall also be considered for the remaining appointments which shall be filled on the basis of open competition, the number of appointments reserved for that category shall in no way be affected during the period the reservation for that category is in force”.
(ii) after proviso (ii) to clause (e), the following proviso shall be added as third proviso, namely:-
