Minutes of EHS Management Committee Meeting held on 22.06.2021 at 04:30PM, 6th floor, in the Conference Hall of APIIC building, Mangalagiri, Guntur. Members Present: Members from Dr. YSR Aarogyasri Health Care Trust:

1. Welcome address was given by the CEO, Dr. YSR AHCT. The CEO,Dr. YSR Aarogyasri Health Care Trust & Chairman of the committee in his opening remarks addressed all the members, discussed on the actions taken by the Trust on the decisions taken in Management Committee Meeting (MCM)of EHS held on 15.03.2021. 

a. Implementation of Chronic OP in Empanelled Private Medical Colleges:The CEO & Chairman of Management Committee Meeting has informed that the probable date of implementation of Chronic OP in Empanelled Private Medical Colleges will be 15th July’2021. 

The CEO has informed that the Chronic OP package prices are enhanced as per the recommendations of Specialist doctors. 

b.Inclusion of New Procedures under EHS:The CEO has informed that the Trust has formed a committee to identify all the remaining new procedures which are included in Dr. YSR Aarogyasri and not included in EHS and also informed that the committee has initially identified 605 procedures to include under EHS.

The CEO, Dr. YSR AHCT has informed the committee members, the probable date of inclusion of identified procedures under EHS will be 15th-July’21. 

c. Employees Associations meeting with all Network Hospital Managements: 

The CEO, Dr. YSR AHCT has informed that the Employees Associations meeting with all the Network Hospital Managements will be conducted on 19.07.2021. 

d. Inclusion of other category employees and pensioners under EHS:The CEO, Dr. YSR AHCT has informed that a total no. of 21,149 logins (13,785 Employee logins & 7,364 Pensioner logins) were created for 30 departments as on 21.06.2021 and also informed that 50,702 Health cards were generated to APS RTC Employees on war foot basis within the span of 5 days.

e. Proposal to conduct Steering Committee and Sub-Committee Meetings: 

The CEO informed that a letter has been addressed to the Government on 23.11.2020, with a request to seeking the date to convene the Steering Committee meeting. Awaiting for date from the Govt. to convene the Steering Committee and also informed that an E￾office note has been addressed to the Secretary, Finance dept. on 29.04.2021, with a request to seeking the date to convene the Sub-Committee Meeting. Awaiting for date from the Secretary, Finance dept. to convene the Sub-Committee meeting.

TheEmployees Associations have requested the CEO to follow up the Steering Committee and Sub-Committee file for seeking the dates to convene the meetings. 

f. Inclusion of State Govt. Retired Employees Association in the Management Committee Meeting: 

The CEO, Dr. YSR AHCT has informed that a letter has been addressed to the Govt. on 26.03.2021, with a request to inclusion of State Govt. Retired Employees Association in the Management Committee Meeting. 

The Trust has received a reply from the Government stating that the association is not recognized by the Government. 

g. Separate Toll-Free Number for EHS grievance redressal:

As per the Employees & Pensioners Associations request, the Trust has launched the 18004251818 Toll Free number for EHS on 14.12.2020. 

The Toll-Free number has answered 44,382 calls from 14.12.2020 to 15.06.2021. Out of them, 36,405 are valid calls.

The CEO, Dr. YSR AHCT has informed that till now the Toll-Free number has not received a single grievance call i.e. Admission denial, Service deficiency and Money collection from the Employees and Pensioners.

2. Processing of Medical Reimbursement:

The CEO,Dr.YSR AHCT has explained the progress of clearing the Medical Reimbursement claims within 30 days. 1280 offline claims and 1857 online claims are received from 15th-May’21 to 21st-June’21. 958 claims are cleared in offline mode & 322 are under process. 

These claims are received after 09.06.2021 by the Trust. 1497 online claims are cleared from 15th-May’21 to 21st-June’21 and 360 are under process. 

These claims are received after 13.06.2021 and the CEO has informed that all claims will be clear within 30 days.[Action: JEO-MR]

3. Clearance of claim payments to hospitals:

The CEO, Dr. YSR AHCT has informed that the payment process to the NWHs has been regularised and on monthly basis the Trust has cleared the payments to the NWHs. 589.98 Croresclaims has been released to the NWHs from June’20 and around 20.30 Crores are to be processed. Rs. 83.88 crores have been released to the NWHs from 01.04.2021 to 31.05.2021. 

4. Issue of Smart health cards to all the Employees & Pensioners:

The CEO, Dr. YSR AHCT has conducted a Video Conference with all DCs in the Management Committee Meeting and instructed the DCs to distribute the Pensioners Smart Health cards to STO offices by 23.06.2021 and Employees Smart Health Cards to HOD offices by 26.06.2021. 

The CEO, Dr. YSR AHCT has instructed the DCs to submit the acknowledgement copies to the Trust within a stipulated time. [Action: EO-EHS] 

5. A Proposal on implementation of Out-Patient treatment under EHS (Revamp): 

The CEO, Dr. YSR AHCT has informed that the Trust has proposed to implement the Out-Patient treatment effectively under Employees Health Scheme. The Trust has proposed a fee of Rs.60/- for broad specialty consultant and Rs.110/- for super speciality consultant will be paid for every 

EHS OP case which is seen and registered in the online system.

• Expected Outpatient cases per annum under EHS: 15,60,000 

• Estimated budget per Out-patient Consultation per annum (Rs. 85/- per OP): 13.26 crores. 

• No. of patients expected to go for investigations: 7,80,000 

• The Estimated budget per investigations per annum (on an average of Rs. 850/- for investigations per person): 66.30 crores. 

• Total Expected budget to implement Out-Patient treatment under EHS per annum: 79.56 Crores.  [Action: EO-EHS] 

6. Letter of Credits – Case details:

The Trust has issued LOCs to the EHS beneficiaries for the procedures which are not covered under Employees Health Scheme. A total no. of 105LOCs are issued and released an amount of Rs. 14,20,99,415/- to the EHS beneficiaries as on 21.06.2021.

Later the Employees Associations have submitted their issues and suggestions for effective implementation of the scheme. President, AP NGO’s Association:

I.He has requested the CEO to distribute Smart Health Cards as early as possible to all the Employees and Pensioners. 

II.He has requested the CEO to speedup dispatch of Medical Reimbursement files from the Trust. 

III.He has requested to include both Pensioners Associations in Management Committee. 

IV.He has requested to enhance the ceiling limit of Rs.2,00,000/- for COVID-19 under Medical Reimbursement. 

V.Heexpressed his satisfaction about LOCs and requested the CEO to provide approvals at the earliest without any delay. 

VI.He has requested to create logins to all APVVP Employees under the scheme. 

VII.He has requested the CEO to conduct Steering Committee & Sub-Committee Meetings at the earliest. 

General Secretary, AP Revenue Services Association:

I.The General Secretary, AP Revenue Services Association has appreciated the CEO for conducting of Management Committee Meetings on fixed dates. 

II.He appreciated the CEO for clearance of MR claims within the stipulated time. 

III.He expressed his happiness for generation of 50,702 health cards to APS RTC employees within a short time. 

IV.He has requested to include APSRTC pensioners under EHS. 

V.He has requested to conduct a meeting with managements of network hospitals along with Employees Associations. 

VI.He has requested to implement Annual health check-up under EHS. 

VII.He has requested to continue the Medical Reimbursementalong with EHS. 

VIII.He expressed his happiness on implementation of OP 

Treatment under EHS. President, APSTU:

I.The President, APSTU has appreciated the CEO for successful implementation of the scheme in all aspects. 

II.He has requested to implement Chronic Op in all empanelled NWHs. 

III.He expressed his satisfaction regarding inclusion of new procedures under EHS. 

IV.He expressed his satisfaction for clearing the MR bills within a stipulated time. 

V.He has expressed his happiness on proposal for OP 

Treatment under EHS President, PRTU:

I.The President, PRTU has complained that some of the NWHs are not accepting EHS cards and requested the CEO to take action on the hospitals. 

II.He has requested to provide wide publicity through newspapers regarding EHS Toll￾free number. 

III.He has requested to include CPS pensioners under EHS. 

IV.Heexpressed his happinesson proposal for Chronic OP in Empanelled Private Medical College Hospitals of Dr. YSR AHCT. 

V.He expressed his happiness for generation of 50,702 health cards to APS RTC employees within a short time. 

President, APUTF:

I.Heappreciated the CEO for conducting the Management Committee Meetings on fixed dates. 

II.He appreciated all the EHS Employees for their prompt response on the grievances raised by the Employees Associations. 

III.He has informed that there is a difference in School education department and Trust MR dept. softwareand requested to design the same software for both the departments. 

IV.He has requested to include all Aided & Model schools’ employees under EHS. 

V.He has requested to process all burnt MR files. 

Associate President, AP Govt. Vehicle Drivers Central Association:

I.He has expressed his happiness on implementation of OP Treatment under EHS. 

II.He has requested to increase the admissible amount under Medical Reimbursement. 

III.He complained that some of the NWHs are not giving the Private wards to the patients. 

IV.He has appreciated the CEO for inclusion of new procedures 

EHS Associate President, APGEA:

i.The Associate President, APGEA has expressed his gratitude towards the CEO and the Government for inclusion of their association in Steering Committee. 

ii.He has requested to increase package prices under EHS. 

iii.He has appreciated the CEO for inclusion of new procedures EHS. 

iv.He has requested to extend the Medical Reimbursement facility on parallel with EHS. 

v.He has requested to include the Pensioners Associations in Management Committee. 

vi.He has requested to provide some percentage of beds and special wards for EHSCOVID-19 patients in empanelled NWHs under EHS. 

vii.He has requested to clear the MR bills within the stipulated time. 

viii.He has requested to provide latest medical treatment to all the employees and pensioners under EHS. 

Concluding Remarks by the CEO:

I.The CEO, Dr. YSR AHCT has informed that next Management Committee meeting will be conducted on 22.09.2021. 

II.Thedistribution of Smart health cards will be completed soon. 

III.The probable date of implementation of Chronic OP in Empanelled Private Medical Colleges will be 15th-July’2021. 

IV.The probable date of inclusion of new procedures under EHS will be 15th-July’2021. 

V.The Employees Associations meeting with all the Network Hospitals Management will be conducted on 14.07.2021. 

VI.In-detailed IP bill formats for Medical Reimbursement should be uploaded in Dr. YSR AHCT portal. 

VII.MR online claims pending status messages should be forwarded to Employees from the Trust for School Education department. 

VIII.As per request of Employee Associations two executives need to deploy in front of MR Help desk. 

IX.The School Education dept. and Medical Reimbursement dept.softwares are different. Need to implement same software for both the departments.
