1) In the G.O. 1st read above, orders were issued formulating rules for regulating the recruitment and conditions of services of Village Revenue Offers for the erstwhile Andhra Pradesh State. 




2) In the G.O.2nd read above, orders were issued carrying amendment to the orders issued to the G.O.1st read above, to include the Village Revenue Offers drawing Junior Assistant Scale of Pay as one of the feeder categories for the post of Senior Assistant in Revenue Department by suitably amending the Andhra Pradesh Ministerial Service Rules, 1998. It was specified that these promotions shall be only in the Revenue Department at the District level in the respective Unit of appointment and the said promotional channel would cease to exist after all the Village Revenue Offers drawing Junior Assistant Pay scale are exhausted. Accordingly, an amendment has been issued to the Andhra Pradesh Ministerial Service Rules, 1998 vide G.O.3rd read above. 

3) In the G.O. 4th read above, the Government have issued orders fixing a ratio of 60:40 between the Junior Assistants/Typists working in the Revenue Department at the District level and Village Revenue Offers drawing the Junior Assistant scale of pay, for promotion to the post of Senior Assistant in Revenue Department at the District level in the cycle of rotation. 

This promotional channel would cease to exist after all the Village Revenue Offers drawing Junior Assistant Pay scale are exhausted. Accordingly, an amendment was issued to the Andhra Pradesh Ministerial Service Rules, 1998 vide G.O.5th read above. 

4) In the G.O. 6th read above, Government (PR&RD. Dept) have established Village Secretariat System and created 11,158 Village Secretariats. The post of Village Revenue Offer (Grade-II) is also created to work in the newly established Village Secretariats. 

5) In the G.O.7th read above, orders were issued constituting two (2) separate categories of posts i.e., Village Revenue Offer Gr-I and Village Revenue Offer Gr-II in place of Village Revenue Offer. 

6) In the reference 8th read above, the Chief Commissioner of Land Administration has submitted proposals stating that basing on the amendments issued to the Andhra Pradesh Ministerial Service Rules, 1998 promotions have been effected to all the VROs who are drawing Junior Assistant scale of pay to the cadre of Senior Assistants and at present there are a few VROs who worked as Panchayat Secretaries and drawing Junior Assistant scale and transferred to Revenue Dept. as VROs are still drawing Junior Assistant scale without giving promotion to the Senior Assistant cadre as per G.O.Ms.No.514, Revenue (VA) Department, Dt:13.8.2012. However, this channel will be ceased once VROs are promoted to Senior Assistant cadre in the State. 

There is no promotion channel available to the VROs either to Junior Assistant cadre or to Senior Assistant cadre. However, the VRO post is not a feeder category post to any of the above posts in Revenue Department. The CCLA has requested finally a policy decision may be taken at Government level. 

7) In the G.O. 9th read above, promotion channel for the VRO Gr-I to the post of Senior Assistant was provided by fixing the ratio as 60:40 between the Junior Assistants and VRO Gr-I respectively, under the condition that the VRO (Gr.I) to work in O/o Tahsildar for a minimum period of two(2) years as Junior Assistant in Revenue Deptt., at the District level and must have following; 

Qualification : Possess Degree Qualification on par with Junior Assistant. 

Minimum Service : Must have completed (5) years of service. 

Tests : The VRO Gr.-I should have passed all the Departmental tests prescribed for promotion to the post of Senior Assistant on par with Junior Assistant as per the AP Ministerial Service Rules, 1998. 

He / She must have passed the “proficiency in Automation with usage of Computer and Associated Software’ departmental test conducted by the APPSC. 

8) Government, after careful examination of the entire issue in all aspects, in supersession of the orders issued in G.O.9th read above, hereby order for creation of promotional channel for the category of Village Revenue Offers (Gr-I) as Senior Assistants with the following Terms and Conditions: 


I. Qualification: 


The VRO Gr-I should possess Degree qualification on par with Junior Assistant 

as amended in G.O.Ms.No.135, G.A.(Ser.B) Dept., dt:12.5.2014, for promotion 

to the post of Senior Assistant. 


II. Minimum service: 


He must have put in not less than five (5) years of regular service in the present post i.e., VRO GR-I, for promotion to the post of Senior Assistant. 


III. Ratio & Rotation 


A ratio of 60:40 between the Junior Assistants / Typists working in the Revenue Department at the District level and Village Revenue Offers (Gr-I), with the following cycle of rotation. 


1st vacancy: Junior Assistants/Typists. 

2nd vacancy: Village Revenue Offer (Gr-I). 

3rd vacancy: Junior Assistants/Typists. 

4th vacancy: Junior Assistants/Typists. 

5th vacancy: Village Revenue Offer (Gr-I). 

6th vacancy: Junior Assistants/Typists. 

7th vacancy: Village Revenue Offer (Gr-I). 

8th vacancy: Junior Assistants/Typists. 

9th vacancy: Junior Assistants/Typists. 

10th vacancy: Village Revenue Offer (Gr-I). 


The District Collectors shall call for the willingness of the VROs with Degree Qualification(Genuineness of the certificates shall be strictly verified), (5) year service and having no disciplinary cases pending for the 40% of the Senior Assistant Vacancies earmarked for the VROs in the Districts. 


IV. Training & Regularization of Service. 


(a) The VRO (Gr-I) on promotion as Senior Assistant should work first (2) years in O/o the Tahsildar/RDO/Collectorate as Senior Assistant to get acquaintance with drafting and noting. During this period they shall not be deputed to field work as Revenue Inspector. 

(b) The VRO (Gr-I) on promotion as Senior Assistant shall Pass all the Departmental tests prescribed for promotion to the post of Senior Assistant on par with Junior Assistant viz; 


(i) Revenue Tests – 1,2,3 

(ii) Survey Training for (42) days, 

(iii) Crop Sampling and 

(iv) Accounts Test for Subordinate Offers Part I 


(c) The VRO (Gr-I) on promotion as Senior Assistant shall pass the "Proficiency in Automation with usage of Computer and Associated Software’ Departmental Test conducted by the Andhra Pradesh Public Service Commission.” 

The services will be regularized and seniority will be fixed in the category of Senior Assistant only on fulfilling above (3) conditions. If any of the above tests/training are not passed/completed within two (2) years they shall be reverted to the post of VRO without assigning any prior notice. 

9) Necessary amendments to the Andhra Pradesh Ministerial Service Rules, 1998 shall be issued by the General Administration (Service-B) Department accordingly. 

10) The Chief Commissioner of Land Administration, Andhra Pradesh / All the District Collectors in the State shall take necessary action in the matter accordingly.
