I am to invite attention to the references cited and to inform that the Government in Finance Department had accorded clearance for filling up of various categories of posts in 2016 and 2018 through references first and second cited. 

The Commission has processed the notifications for almost all the category of posts and completed the selections to several recruitments. However, owing to certain. clarifications on Service Rules applicable for the posts/ amendment of Rules/Pending the details of vacancies from certain Unit Officers/guidelines on EBC Reservations etc.. notifications for 15 categories of posts for a total of 1180 vacancies have not been issued as on date as detailed hereunder.

I am further to inform that the Government in General Administration have issued necessary guidelines on implementation of FBC reservation through reference fourth cited and amendment to State & Subordinate Service Rules with earmarked roster points in hundred points cycle is awaited. The Commission has reviewed the status and decided to issue the notifications for filling up of these posts at the earliest under intimation to the Government.

In addition to out of recently finalized recruitments, around 150 posts remained vacant due to non availability of qualified candidates (unfilled) and towards non-joining of selected candidates. 

The joining reports of selected candidates from few departments are awaited. As per the status as on date the following are the number of posts that could be notified as Limited Recruitment in terms of Rule 22 (g) of General Rules or be notified along with General Recruitment notifications to be issued as per orders at third cited.

I am therefore to request that the APPSC may be permitted to issue the notifications for all the categories of posts (1180) at once on receipt of orders on amendment to Rule 22 of State & Subordinate Service Rules regarding EBC reservation and notify the unfilled/non joining vacancies of recently concluded recruitments as per the rules and procedure in vogue.
