1. In the G.O.1st read above, Government have issued the Andhra Pradesh Panchayat Raj and Rural Development Engineering Subordinate Service Rules and accordingly published a notification in the Andhra Pradesh Gazette, Dated:20.05.1994)

2. In the G.O. 2d read above, Government have issued orders for establishment of Village Secretariat System in the State including the posts (functionaries) in order to deliver the services effectively to the public at the village level.

3. In the G.O. 3d read above, Government have amended the Andhra Pradesh Panchayat Raj and Rural Development Engineering Subordinate Service Rules, duly including the post of Engineering Assistant Grade.Il in the service rules.

4. In the G.O 4th read above, Government have issued orders for assigning the duties and functions to the post Engineering Assistant Grade-II. 

5. In the letter 5th read above, the Department of GVWV/VSWS, have requested this Department to identify and prescribe the Departmental Tests while declaration of Probation of this Department functionaries duly amending service rules.

6. In the letter 6th read above, the Engineer-in-Chief, Panchayat Raj has informed that the Engineering Assistants Gr.ll are playing a vital role in execution Engineering works in rural areas based on the duties and functions (Job chart) assigned to the post. Therefore, they should be well acquainted with the knowledge of departmental codes so as to discharge their legitimate duties in accordance with prescribed rules and regulations and procedures in Department.

7, Government, after careful examination of the proposal of the Dept. of GVWV/VSWS in the letter 5th read above and the Engineer-in-Chief, Panchayat Raj in the letter 6th read above, for inclusion of the Departmental Tests while declaring the probation of Engineering Assistant Grade.II, decided to amend the Andhra Pradesh Panchayat Raj and Rural Development Engineering. Subordinate Service Rules.

8. Accordingly, the following notification will be published in the Extra ordinary issue of the Andhra Pradesh Gazette Dated:27.08.2021.

NOTIFICATION

In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Andhra Pradesh hereby makes the following amendment to the Andhra Pradesh Panchayat Raj and Rural. Development Engineering Subordinate Service Rules, issued in G.O.Ms Panchayat Raj Rural Development & Relief (E.II) Department, dated 20 2/4 as subsequently amended from time to time.

AMENDMENT

In the said Rules, for Rule 10, the following shall be substituted namely :

"Tests: Every person appointed by direct recruitment as Assistant Engineer or Engineering Assistant Gr.ll shall pass within the period of their probation, the Account Test for Public Works Department Officers and Subordinates:

No person shall be appointed by promotion or by recruitment by transfer as Assistant Engineer unless he/she passes the Account Test for Public Works Department Officers and Subordinates."

9. The Engineer-in-Chief, Panchayat Raj, AP., Vijayawada shall take further necessary action accordingly.
